ACTION REQUESTED: Approve the Windom NRP Phase II Neighborhood Action Plan and authorize the use of up to $291,018 of NRP Program Funds to support the projects and programs in the plan.

ACTION TAKEN: [NRP / FR#2006-13] Moved: Jeffrey Strand / Seconded: Ken Kelash
WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the
Windom neighborhood of $291,018 based on the Phase II revenues projected for NRP; and
WHEREAS: The Windom neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and
WHEREAS: The Windom NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $291,018 and dedicates 70% of that allocation to housing programs, projects, services and activities.
BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Windom NRP Phase II Neighborhood Action Plan dated October 12, 2006; and
RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Windom NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $291,018, which includes an Early Access request of $18,695 from the Phase II Plan Development Fund; [b] amend the 2006 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $92,509 from existing fund balance for implementation of the approved Plan; [c] refer $46,254 to the 2007 budget and authorize the appropriate City officers to reserve the remaining $133,560 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($185,018) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above.
- Southeast Como Neighborhood NRP Phase II Neighborhood Action Plan
ACTION REQUESTED: Approve the Southeast Como NRP Phase II Neighborhood Action Plan and authorize the use of up to $556,043 of NRP Program Funds to support the projects and programs in the plan.

WHEREAS: On April 19, 2004 the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Southeast Como neighborhood of $556,043, based on the Phase II revenues projected for NRP;
WHEREAS: The neighborhood conducted a Phase II neighborhood planning process that began in 2005 and has submitted a Southeast Como NRP Phase II Neighborhood Action Plan that requests a Phase II allocation of $556,043;
WHEREAS: The Southeast Como neighborhood has allocated at least 70% of their Phase II Neighborhood Action Plan to housing programs, projects, services and activities;
RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board (Board) hereby accepts and adopts the Southeast Como NRP Phase II Neighborhood Action Plan;
RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] approve the Southeast Como NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $556,043; [b] amend the 2006 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) appropriation by $194,615 from existing fund balance for implementation of the approved Plan; [c] refer $97,308 to the 2007 budget and authorize the appropriate City officers to reserve the remaining $264,120 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($389,230) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the Plan and the activities above.
- Longfellow Neighborhood NRP Phase II Neighborhood Action Plan
ACTION REQUESTED: Approve the Longfellow Neighborhood NRP Phase II Neighborhood Action Plan and authorize the use of up to $2,306,477 of NRP Program Funds to support the projects and programs in the plan.

WHEREAS: On April 19, 2004 the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Longfellow neighborhood of $2,306,477 based on the Phase II revenues projected for NRP;
WHEREAS: The neighborhood conducted a Phase II neighborhood planning process that began in June 2003 and has submitted a Longfellow Community NRP Phase II Neighborhood Action Plan that requests a Phase II allocation of $2,306,477;
WHEREAS: The Longfellow neighborhood has allocated at least 70% of their Phase II Neighborhood Action Plan to housing programs, projects, services and activities;
RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board (Board) hereby accepts and adopts the Longfellow NRP Phase II Neighborhood Action Plan;
RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] approve the Longfellow NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $2,306,477; [b] amend the 2006 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) appropriation by $770,071 from existing fund balance for implementation of the approved Plan; [c] refer $385,035 to the 2007 budget and authorize the appropriate City officers to reserve the remaining $1,076,978.50 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($1,614,534) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the Plan and the activities above.
