    1. Waite Park NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Waite Park Nrp Phase II Neighborhood Action Plan and authorize the use of up to $447,124 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Waite Park neighborhood of $447,124 based on the Phase II revenues projected for NRP; and

      WHEREAS: The Waite Park neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and

      WHEREAS: The Waite Park NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $447,124 and dedicates at least 70% of that allocation to housing programs, projects, services and activities.

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Waite Park NRP Phase II Neighborhood Action Plan dated October 17, 2007; and

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Waite Park NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $447,124; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $156,493 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $280,631 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($312,986) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above.

    2. Victory NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Victory NRP Phase II Neighborhood Action Plan and authorize the use of up to $480,270 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Victory neighborhood of $480,270 based on the Phase II revenues projected for NRP; and

      WHEREAS: The Victory neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and

      WHEREAS: The Victory NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $480,270 and dedicates 70.86% of that allocation to housing programs, projects, services and activities.

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Victory NRP Phase II Neighborhood Action Plan dated September 26, 2007; and

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Victory NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $480,270; [b] amend the 2008 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $240,135 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $240,135 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($336,189) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above.

    3. Plymouth Plaza Transition Fund Loan

      ACTION REQUESTED: None. Report on the settlement agreements.

      ACTION TAKEN: [NRP / PR#2007-21]
      Moved: Jeffrey Strand/ Seconded: Carol Pass

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board hereby accepts the settlement agreements negotiated by the Director and agreed upon by all parties on October 18, 2007.
